Although Europe is great for surf, it is huge and obviously some countries are better than others to surf at certain times of the year. May to September is a good starting point.
Surf Morocco in May through to September
Surfing France by September as well as Spain and surfing in Portugal.
When in France check out Hossegor and the Spanish border. It can be really crowded though, so just take a brefath and deal with it. Up the north of France look for Ile de Re and Ile d'Oleron. The wave variation is huge here and while if offers 10 - 12 foot beaches you can also learn to surf in soft rolling 2-3 footers. Don't stress if you didn't bring your board as surfring equipment is easy to hire here. Check out some of the surf schools in this area to help you get going if you're not a vetran.
